The comment permissions on a blog is located on the Blog settings.
1.Go to Manage Content/Blog
2. In the Blog Filter list select the blog that the comment permissions should be changes on.
3. Click on the edit icon
4. To enable comments check the box beside the field with the corresponding name.
5. To set up approval for comments to display check the field "Comments require approval"
6. If comments do require approval enter the email of the person who will decide whether or not each comment is appropriate in the "Admin Email field.
